The IOFI Global Reference List (GRL) is an open ended, global, positive list of flavoring materials that are considered to be safe for their intended use by one or more internationally recognized assessment bodies.
The IOFI GRL is composed according to paragraph 18.1 of the IOFI Code of Practice: it identifies flavoring materials appropriate for the formulation of flavorings, based on their evaluation in a robust safety evaluation process resulting in a determination that they are safe under the conditions of intended use. Generally, materials that have been included in the IOFI GRL have been reviewed and determined to be safe for flavor use by at least one of the following bodies: the European Food Safety Authority (EFSA), the Council of Europe (COE), the Scientific Committee on Food (SCF), the U.S. Food and Drug Administration (FDA), the Expert Panel of the Flavor and Extract Manufacturers Association of the United States (FEMA), the Joint FAO/WHO Expert Committee on Food Additives (JECFA) or the Japanese Food Safety Commission (FSC).
The IOFI GRL is divided in 2 parts:
Part 1, the GRL of CDS, is composed of chemically defined substances that have been reviewed and determined to be safe under the conditions of intended use.
Part 2, the GRL of NCS, is composed of natural complex substances (natural flavoring complexes) that have been reviewed and determined to be safe under the conditions of intended use.
Periodically, IOFI will update the GRL as materials are evaluated and determined to be safe for their intended use by one or more of the aforementioned bodies.
This GRL does not imply that the use of flavorings that are not listed are unsafe or otherwise unacceptable for use in food.
Other flavoring substances and natural flavoring complexes that are determined to be safe under their conditions of intended use as flavorings and that are determined or otherwise recognized as having a suitable regulatory status for use as flavorings in specific regulatory jurisdictions may also be used in those jurisdictions. For example, foods, and source materials considered to be foods, may be used for the production of flavorings in jurisdictions where they are permitted for such use.
